The Town of Sylvan Lake is amending the Land Use Bylaw (LUB) in order to rezone property from a future designation district to medium density residential, high density residential and public facility districts to allow for further residential development of the Vistas at Ryders Ridge.
Updates to the LUB have to be done every time a parcel of land is rezoned since the the bylaw regulates all zoning and specific uses for the zones, director of planning and development Kim Devlin said.
“This amendment is the first step in the next stage of development of the neighbourhood. After the land use is in place, the area may be subdivided in accordance with the requirements in the LUB.”
The proposed changes also align with the Vista at Ryders Ridge Outline Plan which was initially adopted in 2012 and guide the development of the neighbourhood.
“As part of the planning process, each developing neighbourhood is required to prepare an outline plan that shows how land use, roadways, park spaces, and utilities will be addressed within the area. This is a requirement prior to any rezoning or subdivision occurring,” Devlin said.
Rezoning the area to high density and medium density residential districts will allow for buildings such as apartments, row housing, fourplexes, duplexes, detached dwellings and stacked row houses to be developed.
Currently the land is zoned as being a future designation district which significantly limits options for new development or activities in the area.
“The town uses this zoning when properties are annexed into the community until such a time that an Outline Plan is completed. Given that this parcel of land is currently vacant, no development would be permitted on the site without a rezoning application,” Devlin said.
First reading of the bylaw was given during the council meeting on May 23.
A public hearing to discuss the amendment to the LUB will be held on June 26 at 6 p.m. in council chambers.
